Why does a urine drug test come back ‘inconclusive’?

The first drug test that my brother has taken came back inconclusive and he was ordered to retake the test. However, the second round of test came back inconclusive again. My niece who is a nurse told us that if someone drinks much water or mountain dew before the test, it will render the results to be inconclusive. How is that possible?

If the bladder is flooded with water, the urine drug test will most probably come back inconclusive. If the bladder is flooded during the conduct of the test, all that’s left to the urine sample is water and just small traces of urine.
